1. Introduction

Guardian Angel Pte. Ltd. (“Guardian Angel“, “we“, “us“, or “our“) operates the website guardianangels.sg (the “Site“) and provides employment agency services connecting households in Singapore with foreign domestic workers (“FDWs“) from Indonesia, the Philippines, Myanmar and other source countries.

We are committed to protecting the personal data of everyone who interacts with us whether you are an employer looking to hire a helper, or a helper/applicant applying for a placement in accordance with Singapore’s Personal Data Protection Act 2012 (“PDPA“) and the obligations placed on licensed employment agencies under the Employment Agencies Act and the Ministry of Manpower (“MOM”) licensing conditions.

This Privacy Policy explains what personal data we collect, why we collect it, how we use and protect it, who we share it with, and what rights you have.

3. Personal Data We Collect

The data we collect depends on whether you are enquiring as an employer, applying as a helper, or simply browsing the Site.

3.1 From Employers / Households

  • Full name, NRIC/FIN (where required for MOM applications), contact number, email, and residential address
  • Household composition and care needs (e.g. number of children, elderly, pets, home type) used to match a suitable helper
  • Employment Agreement and Work Permit application details submitted to MOM on your behalf
  • Payment and billing information for agency fees and insurance premiums
  • Any information you volunteer through enquiry forms, WhatsApp, phone calls, or in-person consultations

3.2 From Helpers / Job Applicants

  • Full name, date of birth, nationality, passport number, and photograph
  • Contact details, next-of-kin and emergency contact information
  • Employment history, skills, language ability, and references
  • Medical examination results and health declarations required for Work Permit issuance
  • Education and training certificates
  • Any documents uploaded when submitting a job application through the Site

3.3 Automatically Collected Data

When you browse the Site, we (and our service providers) may automatically collect:

  • IP address, browser type, device information, and general location
  • Pages visited, time spent, and referral source, via Google Analytics and similar tools
  • Data collected through cookies and similar tracking technologies (see Section 8)
  • If you use our WhatsApp or live chat, the contents of that conversation and your phone number

We only collect what is reasonably necessary for the purposes described in this Policy, and always seek your consent where required by the PDPA before collecting, using, or disclosing your personal data, for example, through consent checkboxes on our forms.

4. Why We Collect and Use Your Data

We use personal data for purposes including:

  • Matching employers with suitable helpers and facilitating introductions
  • Preparing and submitting Work Permit, insurance, and other statutory applications to MOM and relevant authorities
  • Liaising with source-country agencies, embassies, and consulates on your behalf
  • Arranging mandatory FDW insurance, medical insurance, and security bond coverage
  • Processing payments for agency fees and related services
  • Responding to enquiries, complaints, and customer service requests
  • Complying with our obligations as a licensed employment agency under the Employment Agencies Act and MOM’s licensing conditions
  • Improving the Site through analytics, and where you have opted in, sending you updates, promotions, or newsletters
  • Detecting and preventing fraud, and enforcing our Terms & Conditions

We will not use your personal data for a new purpose that is incompatible with the purpose it was originally collected for, without seeking your consent.

5. Disclosure of Personal Data

We may disclose personal data to the following categories of recipients, strictly as needed to provide our services:

  • MOM and other Singapore government agencies, for Work Permit, levy, and compliance purposes
  • Source-country partner agencies in Indonesia, the Philippines, Myanmar, and other countries, to facilitate recruitment and deployment
  • Embassies and consulates, where required for documentation or repatriation matters
  • Insurance providers, for mandatory FDW insurance, medical insurance, and personal accident coverage
  • Banks and payment processors, to process fees and salary-related transactions
  • Medical clinics, for pre-employment and periodic medical examinations
  • Professional advisors (e.g. lawyers, auditors), where necessary
  • IT and analytics service providers (e.g. our website host, Google Analytics), under confidentiality obligations

We do not sell personal data to third parties. Where personal data is transferred outside Singapore (for example, to a source-country agency or embassy), we take reasonable steps to ensure it receives a standard of protection comparable to the PDPA, as required by Singapore law.

6. Data Retention

We retain personal data only for as long as necessary to fulfil the purposes described in this Policy, or as required by law, including MOM’s record-keeping requirements for licensed employment agencies (which may require retention of certain records for several years after a placement ends). Once no longer needed, data is securely deleted or anonymised.

7. Data Security

We implement reasonable administrative, technical, and physical safeguards to protect personal data against unauthorised access, collection, use, disclosure, or similar risks, including restricted access controls, secure storage of physical documents (e.g. passports, medical records), and secure handling of data submitted through the Site. However, no method of transmission or storage is 100% secure, and we cannot guarantee absolute security.

8. Cookies and Tracking Technologies

Our Site may use cookies and similar technologies (such as web beacons or tracking pixels) to:

  • Enable core site functionality
  • Understand how visitors use the Site, via tools such as Google Analytics
  • Support chat widgets (e.g. WhatsApp Business chat) if you choose to use them
  • Remember your preferences and, if applicable, support newsletter sign-ups

You can control or disable cookies through your browser settings. Disabling cookies may affect some Site functionality. Where required by law, we will seek your consent before placing non-essential cookies.

9. Your Rights Under the PDPA

Subject to applicable exceptions, you have the right to:

  • Access the personal data we hold about you
  • Correct inaccurate or incomplete personal data
  • Withdraw consent for the collection, use, or disclosure of your personal data (note: this may affect our ability to continue providing services to you, including processing ongoing MOM applications)
  • Request information about how your personal data has been used or disclosed in the past year
  • Lodge a complaint with the Personal Data Protection Commission (PDPC) of Singapore if you believe we have mishandled your data

To exercise any of these rights, please contact our DPO (Section 12). We will respond within a reasonable time, in accordance with the PDPA.

10. Marketing Communications

If you have opted in to receive marketing or promotional communications from us, you may withdraw consent at any time by contacting us or using the unsubscribe option in the communication. We honour requests made through Singapore’s Do Not Call (DNC) Registry.

11. Children’s Data

Our services are directed at adults (employers and job applicants). We do not knowingly collect personal data from children via the Site, save for information about an employer’s children provided solely for the purpose of matching household care needs, which is used only for that purpose.
